解答：超计划分项问题为经常性问题。
草稿调用计划分项也会占用计划分项金额。在付款申请模块，筛选出调用了该计划分项的数据，查看是否有重复申请。若无重复申请，需重新创建增补计划分项。
因计划分项余额也会占用合同金额，故使用完成的计划分项需告知财务部归档。
若剩余合同金额仍无法满足支付需求，说明出现超合同问题，告知经管部沟通。
明确：合同金额拆分为计划分项金额，计划分项金额拆分为付款申请或开票申请。
